GENERAL FUNCTION: Designs and develops complex web sites including: front-end, public-facing web sites; back-end relational databases; and, web-based administrative applications for database management. Designs and develops database schema for data- and video-driven web sites. Understands advanced database concepts as well as the implications of different database designs. Recognizes design deficiencies and implements effective solutions. Maintains existing C-SPAN web sites providing dynamic access to data and video content. Provides technical support and assistance to web producers in the production of their web sections and in their areas of responsibility. Maintains a close relationship with the IT department and assists with troubleshooting day-to-day web issues.
RESPONSIBILITIES:
Using industry best practices, designs, develops and maintains C-SPAN web sites, working either individually or with other web developers in teams.
Designs public web sites for data retrieval and display, and video streaming.
Designs database schema to support database-driven web sites.
Builds web-based administrative applications allowing web producers to manage web site content.
Has facility with understanding and writing web and database code, and revising code written by others.
Documents web site functionality, installation and administrative procedures.
Implements bug fixes, enhancement requests and performs upgrades.
Develops and maintains a strong working knowledge of third party products used in developing and maintaining C-SPAN web sites.
Ensures that C-SPAN websites are operational at all times, responds quickly to reported problems, coordinates as necessary with other departments, takes lead in troubleshooting related issues.
Researches and recommends system improvements, working closely with New Media Manager and IT Director in this area.
Available to work occasional non-standard hours and to be on-call for emergencies.
Performs other duties as assigned.
BACKGROUND/SKILLS:
Bachelor’s degree in Computer Science, Information Technology or related major.
Minimum five years web site development experience.
Strong knowledge of HTML, ASP, ASP.NET, VB.NET, C#, XML, JavaScript. Flash experience a plus.
Experience with web development applications, preferably VisualStudio.NET.
Experience with Windows NT, XP.
Experience with Microsoft SQL Server required.
Experience with streaming video and audio, preferably RealVideo & RealAudio.
Experience with graphical editing applications a plus, preferably Photoshop.
Experience providing end-user support, providing technical advice and guidance to colleagues.
Ability to understand and integrate new technologies.
Ability to work effectively in a team environment and across departments.
Ability to multitask, troubleshoot and resolve problems.
General understanding of public policy issues and Washington DC.
